MTD: Thanks to new software, the "freeloader" database will be formed automatically
In Belarus, within the framework of implementing decree "On Preventing Social Parasitism," software has been developed that will allow for the automatic formation of a database of such citizens. This was announced at a press conference on February 12 in Minsk by Mikhail Rassolko, head of the main department for taxation of individuals at the Ministry of Taxes and Duties.
He noted that this year tax authorities will send notices for the payment of the levy to citizens who did not participate in the financing of state expenditures in 2015.
"Software has been developed that will allow for the automatic formation of a database of such taxpayers. We are currently testing this software with state labor authorities," said the head of the main department for taxation of individuals at the MTD.
Thus, he continued, by October 1, 2016, citizens who did not participate in the financing of state expenditures in 2015 will receive notices for the payment of the levy.
Mikhail Rassolko also reported that, as of today, 820 citizens have voluntarily submitted notices stating that they did not participate in the financing of state expenditures in 2015. They have been charged 2.5 billion rubles for payment.
In November 2015, the government determined that the database of payers of the levy for financing state expenditures would be maintained by the Ministry of Taxes and Duties. The database will include the following information about citizens: identification number, surname, first name, patronymic (if applicable) in Russian, date of birth, gender, citizenship, registration details at the place of residence (place of stay), type, series, and number of the identity document. It will also include information on the start and end of the period of citizens' financing of state expenditures, and the amounts of taxes paid by them.
Information for the database is provided by the Social Protection Fund, the Ministry of Labor, "Belgosstrakh" (Belarusian State Insurance), a number of other ministries, as well as local authorities, creative unions, and educational institutions. Information for forming the database is submitted as electronic documents.
Let us remind that Alexander Lukashenka signed Decree No. 3 "On Preventing Social Parasitism" on April 2, 2015, which was adopted "with the aim of stimulating able-bodied citizens to work and ensuring their fulfillment of the constitutional duty to participate in the financing of state expenditures."
According to the decree, citizens of Belarus, as well as foreign citizens and stateless persons permanently residing in the republic who do not participate in the financing of state expenditures or participate in such financing for less than 183 calendar days per year, must pay a levy of 20 basic units (today this is 4 million 200 thousand rubles).
