Object «Site». What is actually being built at the former missile base near Slutsk according to Lukashenka's secret order
In the Slutsk district of the Minsk region, at the site of a former Soviet missile base, construction of a large-scale closed complex has been underway for almost a year and a half. This complex has neither a name nor a designated purpose in official documents. The project is being implemented on the basis of a secret order by Aliaksandr Lukashenka, and its scale and infrastructure make it one of the largest military construction projects in Belarus, writes «Radio Svaboda».

On January 19, during the All-Belarusian People's Assembly, Aliaksandr Lukashenka publicly reacted to an investigation by Radio Svaboda, prepared in September in cooperation with the Ukrainian team «Schemes» and Estonian publications Delfi Estonia and Eesti Ekspress. The material managed to uncover the initial stage of construction of an unknown secret military facility in the Slutsk district near the village of Paŭlaŭka and the agrotown of Viežy — on the site of a former Soviet military camp of the 306th Strategic Missile Regiment.
Based on the analysis of satellite images, military experts interviewed by «Svaboda» then put forward the version that the new object certainly has important significance for the Belarusian authorities and could even be suitable for accommodating the Russian «Oreshnik» missile system, but emphasized that the exact final purpose of the object could not yet be determined.
Speaking at the All-Belarusian People's Assembly, Lukashenka was talking precisely about this object — he stated that the information about the deployment of «Oreshnik» in the Slutsk district does not correspond to reality.
«Today I read: our crazy people abroad declared that somewhere in the Slutsk district we deployed 'Oreshnik'. This is a complete lie. We did not deploy 'Oreshnik' in any Slutsk. We deployed it where it is more profitable, but I will not talk about that,» he said.
At the same time, Aliaksandr Lukashenka did not specify the exact purpose of the object discovered by journalists, which, however, can claim to be the largest military construction project in Belarus.
Object «Site»
«Svaboda» obtained documents on the basis of which it can be asserted that construction in the Slutsk district was initiated on the basis of Aliaksandr Lukashenka's secret order dated November 2, 2023, No. 181 rp-s (the additional letter «s» may indicate precisely the secret format of the order). The work is ordered to be carried out without formalizing land cadastre documentation and additional approvals for the allocation of land plots designated for agriculture, as well as land from the forest fund.
«No one will know what is being built there until the work is finished»
Svaboda has testimonies from local residents and people who worked at the construction site. They describe the object as strictly closed and massive.
«I was at the construction site and talked to people. No one will know what is being built there until the work is finished,» says one of the builders.
A local resident adds: «I live nearby, and they are building all of this very actively.»
At the same time, some interlocutors also voice their own assumptions.
«Today I spoke with the crane service: a drone manufacturing plant should be built in that area. There are many cranes there, they have a lot of work,» says one of them, emphasizing that this is unofficial information.
Another interlocutor describes the scale of the construction as follows:
«I counted 18 cranes on one building. And that's just on one.»
As «Svaboda» previously wrote, the construction site has a military past. It was in these forests from the end of 1959 to 1993 that the military town of the Slutsk 306th Strategic Missile Regiment was located. The missiles located here in Soviet times posed a threat first to all of Europe, and later to the United States of America. After the collapse of the USSR, the object fell into disrepair. But some fortifications, missile launch pads, silos, bunkers, hangars, and other military structures remained here.
Approximately from spring 2024, the territory of the former military base began to be «developed» in a new way. First, sappers from the Armed Forces' mine clearance center arrived here to clear the territory of ordnance. The work lasted almost all spring and ended only on June 7, 2024.
From June 16, 2024, satellite images show that forest clearing and earthworks began here. In December 2024 — the installation and reconstruction of electrical communications in the district with the construction of new substations.
The project documentation does not disclose the official name of the object, its purpose, or its final user. Most often, this place is referred to as «Construction object 'Site'» or simply «object near the agrotown of Viežy.»
It was also referred to as «Construction object 'Site'» in the documents of the Slutsk District Executive Committee when, in the summer of 2025, a labor protection commission visited due to an incident involving the death of a worker from a falling crane. The most active construction period fell precisely in 2025. During this time, the developed area covered more than 2 square kilometers. This is about 280 football fields.
Satellite images from the Planet Labs service, obtained by «Svaboda» for 2025, show that the construction object has four separate parts — a main one and three almost equal in area located nearby. All of them are connected by newly built roads.
In the western part of the object, more than a square kilometer of forest was cleared, and 13 ammunition depots measuring 30 by 20 meters, surrounded by defensive walls, were erected. A satellite image from December 18, 2025, shows that three hangars 100 meters long were also built here, foundations for various types of buildings were laid, one of them in the shape of the letter «P» nearly 270 meters long, as well as 6 small hangars concealed by defensive earth mounds. All these structures are connected by a network of roads, most of which are already asphalted.

In the southeastern construction section, a building frame almost 150 meters long is visible, along with about 8 small structures protected by earth mounds. Buildings resembling checkpoints are being erected on the roads leading into this section.

According to documents obtained by «Svaboda», an independent water supply system with three artesian wells is being built for the military object. Equipment for water supply, storage, and purification is being purchased, including clean water reservoirs and materials for de-ironing. According to manufacturers' descriptions, such equipment is used in large industrial facilities with a constant need for water.
Construction of military production under the guarantee of the Council of Ministers
The fact that military production is planned to be organized on the territory may be evidenced by the presence of such objects in the description of state tenders as «production building with administrative and amenity complex 1.1», «production building 2.1», «warehouse A2.3—A2.4, K2.1—K2.2», «warehouse for raw materials and components A1.9—A1.14». Also planned here is the construction of «monolithic civil defense structures №3», a separate fire station, a canteen building, and a boiler room. For one of the production buildings, the installation of «industrial flooring» over an area of almost 1.2 thousand square meters is required.
Work on the object is being carried out by several construction organizations simultaneously. Among them is «Budtrest № 3» from Salihorsk. As of December 2025, on the state tender website, they ordered two buses to transport 105 workers along the route «Salihorsk — agrotown Viežy (object 'Site')», and also drew attention to the need for a large number of subcontractors.
Work on the object is accompanied by an intensified regime of confidentiality. According to documents from «Budtrest №3», all technical and tender documentation for potential subcontractors is transferred only after signing a separate non-disclosure agreement. Materials are issued not in an open form, but on an electronic medium, which is subject to mandatory registration with the enterprise's security service. Without a signed confidentiality agreement, participants have no access to either the terms or the project materials.
At the same time, the approval of subcontracting organizations takes place with the participation of Aliaksei Kapachenia, «specialist for extremist and economic security» of «Budtrest №3», as recorded in the enterprise's internal orders of February 6, 2025.
The cost of some subcontracting orders from «Budtrest №3» reaches almost 3 million Belarusian rubles (about 900 thousand dollars). And there are almost two dozen such orders.
As in the absolute majority of other state institutions building at the facility in the Slutsk district, the sources of such large financial investments are indicated as not budget funds, but the organizations' own funds. For «Budtrest № 3» — also, however, their own funds are presented more specifically in their documents: credit resources of JSC «Belinvestbank» under the guarantee of the Council of Ministers of the Republic of Belarus.
As can be seen from the documents obtained by «Svaboda», the first technological equipment should be delivered to the «Site» object by April 2026. However, even at this stage, neither the official name of the complex, nor its final purpose, nor the organization that will use it have been disclosed in public documents. The construction of one of the largest closed objects in the country continues without public explanations. However, Lukashenka's nervous reaction may indirectly confirm the strategic importance of the object.
