Belarusian businesses are facing problems with deliveries to Russia ahead of the launch of the Goods Anticipation Confirmation System (GACS), writes Office Life.

This week, the Russian Ministry of Finance confirmed that the new system will launch on June 1.
According to Andrei Kopytok, chairman of the Coordination Council of the Republican Confederation of Entrepreneurship, Belarusian exporters are already receiving rejections from Russian business representatives with whom they have contracts under the new system's operations.
"One of the main points of the GACS for obtaining a QR code for importing goods from Belarus to Russia is the payment of a security deposit. And now Russian businesses are refusing to pay it, citing that it is more profitable to buy such goods within Russia," said Andrei Kopytok. "The parties have not yet found consensus on the Belarusian side's proposal to deduct the difference for new deliveries or delivered goods."
The purpose of the innovation is to combat "grey" schemes. Under the new rules, Russian importers will be obliged, no later than two days before importing goods, to submit a document about the upcoming delivery through the Federal Tax Service's information system, pay a security deposit equal to the amount of VAT (excises), receive a QR code, and transfer it to the carrier.
