In the Moscow region, 'black rain' fell after an attack on an oil refinery

Residents of the Chyhunachny microdistrict in Balashikha, Moscow region, reported in city chats and social networks about the appearance of a dark coating on cars, windowsills, and clothes after the rain, writes "Ostorozhno, Moskva" with reference to witnesses.
The precipitation was accompanied by a smell of burning, and traces visually similar to oil products remained on surfaces. The rain fell with a wind speed of about 16 km/h, which could carry smoke and combustion products in the northeastern direction, where Balashikha is located.

The capital's Department of Environmental Management and Mosecomonitoring stated that no deterioration in air quality was recorded in Moscow and the Moscow region.
The cause could have been a fire at the Moscow Oil Refinery.
