Pensions for special merits can now be revoked if the authorities deem that a person's actions cause harm to national security, state or public interests, or create a threat of such harm.
At the same time, the existence of a criminal or administrative penalty is no longer mandatory. As the document implies, the mere fact of establishing such actions is sufficient.
Payments can also be stopped if the person permanently resides abroad.
