European Union to completely ban gas supplies from Russia

The ban on supplies of Russian liquefied natural gas will come into force on January 1, 2027, and piped gas on September 30, 2027.

The EU Council has approved a complete ban on Russian gas supplies to the European Union. The ban will be introduced in stages, and a transitional period is provided for existing contracts.

As a result, before importing gas into the EU territory, member states will be obliged to verify its country of origin. By March 1, 2026, all EU countries must prepare and submit national plans for diversifying gas supplies, and identify potential problems related to replacing Russian raw materials. Companies are also obliged to report to national authorities and the European Commission on all remaining contracts for the supply of Russian gas.

Fines are provided for non-compliance with the rules: for individuals — not less than 2.5 million euros, and for companies — not less than 40 million euros or 3.5% of their annual global turnover (whichever is greater). Alternatively, the fine can be 300% of the estimated turnover of the transaction that violated the ban.

However, in an emergency, if the security of supplies in one or more EU countries is threatened, the European Commission will have the right to suspend the ban, but for no more than four weeks.

According to European Commission estimates, last year Russian gas accounted for about 13% of the union's imports — more than 15 billion euros.
