During the contact, he emphasized Ukraine's position, according to which Ukrainian forces are not involved in this incident. According to Lubinets, the Armed Forces of Ukraine do not strike civilian objects and peaceful populations, but only attack military targets on Russian territory.
He noted that, unlike Russia, which regularly shells Ukrainian cities and civilian infrastructure, Ukraine operates within the framework of international humanitarian law.
Lubinets also suggested that the story with the bus could be an information provocation or a special information operation that primarily benefits the Russian side. He declared his readiness to participate in an open and impartial clarification of all circumstances of the incident.
According to the Russian version, announced on June 17 by the leadership of the Bryansk region, a bus with Belarusian children was allegedly attacked by a Ukrainian drone. During this, one woman died and there are eight more injured, including six children.
The Belarusian Ministry of Foreign Affairs condemned the incident and called it a terrorist act, demanding explanations from the Ukrainian side.
In turn, the General Staff of the Armed Forces of Ukraine and the Center for Countering Disinformation under the National Security and Defense Council of Ukraine denied information about the strike. According to their claims, at the specified time, Ukrainian military personnel did not use drones for attacks on the territory of the Bryansk region at all.
