Dog bit child near playground when it tried to climb a tree? Versions of the mother and owner
A resident of the Sokół microdistrict, where a block of townhouses for large families recently appeared, contacted the editorial office of Onliner.by. Alexander said that a "wild incident where a dog bit a child right on the playground" is currently being discussed in the neighborhood chat.
According to him, the entire district "is buzzing like a beehive," because "the owner simply took the dog away and didn't provide any help." Journalists looked into this story and found out that the incident, however, did not happen on the playground, but next to it.
— We have a large family neighborhood here, says the reader who contacted the editorial office, and there are many children. Parents asked owners to walk their dogs according to the law — in muzzles. The owners replied that their dogs don't bite anyone. And then this wild incident happened when a dog bit a child. Now everyone is demanding a final resolution: either all dogs wear muzzles, or they must be removed.
— What does "remove" mean?
— If owners don't want to keep dogs according to the rules, let them go where these rules don't need to be followed. To a farm, for example, — Alexander stated categorically.

Lyudmila, the mother of the 10-year-old boy who was injured, told about the incident. According to her, her son was playing with friends on the street. She recounts the chronology of events based on the child's words, as she herself was at work at that moment.
— Everything happened on June 24 around 11 AM. The child was playing on the playground. A neighbor came out and unleashed his dog without a leash or muzzle.
Lyudmila sent a video from a surveillance camera on her property. It shows how, near the playground (to the right of the fence, approximately from the tenth second), the dog is unleashed. The children themselves are not visible in the recording at this moment.
— At 10:50 he went to walk the dog, and at 11 everything happened. The children were already there, but were playing approximately 20 meters from the playground, — explains the mother.
According to Lyudmila, the neighbor has a Czechoslovakian Wolfdog.
— I don't know if the owner saw the children or not, but that doesn't change the essence. My son got scared and tried to climb a tree. The dog ran up, my son didn't manage to climb high, and the animal grabbed his heel, his bare leg, trying to pull him down. It bit through his leg to the blood, the wound had to be stitched.
According to her, after this, the owner approached with a leash, took the dog, and went home, without providing aid to the child or calling an ambulance.
— Fortunately, a neighbor was nearby. She washed the wound, treated it, and bandaged it. Then an ambulance was called.

At the hospital, the child's wound was stitched, treated, and a course of rabies vaccination was started.
Lyudmila showed a medical certificate stating that the boy has a bitten wound on the lower third of his right shin (second category). This category includes minor injuries sustained from contact with an animal potentially infected with rabies. The doctor recommended continuing vaccination and removing the stitches in 12-14 days.

The mother notes that the dog had previously been vaccinated against rabies — this was confirmed by the sanitary service. She has not spoken personally with the animal's owners, although they live next door.
— They didn't try to contact me and still haven't. There were no explanations.
When asked if she had contacted the police, the woman replied:
— The ambulance immediately forwarded the information to the police. It is known that an administrative report has been filed, and an investigation is currently underway. They questioned me and the child, but there is no decision yet.
According to Lyudmila, this is the first such incident in the area.
— I would like owners to take responsibility for their animals and understand that there are many children nearby. Today my son was bitten, tomorrow it could happen to someone else. I want dogs to be trained and walked as required by law.
What does the dog owner say?
We also contacted the dog owner. He refused to comment on the situation in detail until the administrative investigation is completed.
The man noted that the dog was not roaming freely — it was under his control, although it was indeed off-leash. According to him, at that time, children were picking wild strawberries in the forest and witnessed the incident.
— The child got scared and climbed a tree. The very moment when the dog allegedly bit the child was not seen by any of the five witnesses, including myself. When the investigation results are available, then I will comment.
The owner confirmed that his dog is a Czechoslovakian Wolfdog (a large and strong dog that grows up to 65 cm at the withers), but currently it is only an eight-month-old puppy.
— He now lives alongside children and cats and has never been observed in similar incidents before. The puppy is also undergoing training with a cynologist and is characterized by exceptionally adequate behavior, — the owner noted.

According to walking rules, in public places, dogs must be walked on a short leash and muzzled, with the exception of puppies under three months old and decorative dogs up to 25 centimeters tall at the withers. Unleashing a dog is only allowed in specially fenced areas or in deserted places where the unexpected appearance of people is excluded.
For violating the rules of keeping pets, owners can be fined up to ten basic units. If the violation resulted in harm to a person's health or property, a fine of ten to thirty basic units or administrative arrest for up to fifteen days is provided.
