The decision to appoint Shved was unanimously approved at the VII All-Belarusian People's Assembly. However, Shved thanked only Lukashenka for the trust placed in him.

Our justice system, I believe, is one of the best in the world — not only in terms of working conditions, but also in terms of the requirements placed on court decisions. Every decision in every case must be just. This is the most important thing — what our president demands from us, — said Shved.
52-year-old Andrei Shved was the most active and proactive of Lukashenka's security officials; he is one of the main architects of repression in the country. Under his leadership, the "commission for return" operates — moreover, he repeatedly obstructed those who even hinted at the need to reduce repression. Under him, the prosecutor's office became the main punitive body. And Shved himself captivated Lukashenka with the idea of the "genocide of the Belarusian people."
