Russian Justice Minister called the priority of citizens' rights and freedoms incorrect
Russian Justice Minister Konstantin Chuichenko stated at the international legal forum in St. Petersburg that the approach according to which the rights and freedoms of citizens were considered a priority was "not entirely correct," noted "Agentstvo".
The head of the Russian Ministry of Justice spoke at the session "1905: Revolution and Reforms. Lessons of History". He said that the Russian Empire was liberal and, in his opinion, "liberalism must always be balanced by steps and actions aimed at strengthening statehood."
“Even now we are talking about the fact that the mission of the Ministry of Justice consists of a triad, namely the protection of the rights and legitimate interests of citizens, ensuring the rule of law, and the third is strengthening statehood. And at the same time, we had approaches... these approaches arose... since the early 90s,...
they said that the rights and freedoms of citizens are a priority. But it seems to me, this is not a completely correct approach,” the minister said.
He added that, in his opinion, "one cannot exist without the other": a weak state cannot ensure the rights and interests of citizens, and the absence of rights and freedoms "also does not make the state strong."
“Therefore, it seems to me that when carrying out reforms, one should always talk about balance.
That is, if we loosen something somewhere, then on the other hand we need to tighten something somewhere,” Chuichenko explained.
Meanwhile, Article 2 of the Constitution of the Russian Federation states that "a human being, his rights and freedoms are the supreme value."
