It depends on the dog and the beach.

In Belarus, by law, it is not allowed to be on official beaches with pets. The exception is puppies under three months old and dogs of decorative breeds (up to 25 cm at the withers), provided they are always on a leash and stay next to their owner.
"The restrictions are due to the fact that animals can be a source of infectious diseases, cause an allergic attack, or show aggression," explains Maya Patsieika, chairperson of the Ushachy district organization of OSVOD (Belarusian Society for Saving on Waters).
According to the law "On Responsible Treatment of Animals," dogs are not allowed to swim near mass recreation areas.
If the recreation area on the bank of a lake or river is unorganized, it is not forbidden to bring a dog with you.
